The Ethiopian Human Rights Commission has so far concluded that a Tigrayan youth group was partly responsible for the massacre of hundreds of civilians in the Ethiopian town of Mai Kadra, and according to spokesman Aaron Maasho, that attack was ‘premeditated’.
